JOB STATUS: Full time, daylight hours, 40 hours week

LOCATION: 701 5th Street, Beaver, PA 15009

JOB DESCRIPTION: Reporting to the Executive Director of BCRC, the Director for WIN Services will be responsible for providing operations oversight to Autism Services, In Home and Community Based Support, Community Participation Support, Mental Health Transformation and Supported Employment. This includes management of staff, program budget and billing.


  • Ensures that all required state regulations and facility policies and procedures are met.

  • Provides oversight to habilitation staff, vocational specialists, community outreach staff, and billing specialists.

  • Meets with WIN staff to problem solve and support their efforts in training clients toward independence and/or competitive employment.

  • Completes yearly performance evaluations for staff, including developmental planning.

  • Oversees program budget. Ensures that WIN Services meets funding and billing requirements from various funding sources including: CSBG, MHT and Base Funding streams.

  • Directs and conducts staff meetings to address ISP’s, habilitation, and vocational client needs

  • Responsible for developing and adjusting weekly client/staff schedules

  • Oversees the completion of Program Specialists monthly reports, and ISP’s as per state regulations.

  • Coordinates transition work schedules.

  • Responsible to submit all monthly reports to the PA Office of Vocational Rehabilitation (OVR)

  • Monitors, supervises and approves information submitted to the Commonwealth Workforce Development System.

  • Serves on internal and external committees as requested by the Executive Director.

  • Maintains positive relationships with co-workers.

  • Acts as liaison with community agencies, parents and employers.

  • Responsible for training new staff in job accountabilities, policies and billing.

  • Monitors training needs of staff and assigns accordingly.

  • Represents WIN Services at meetings on decisions of policy and/or client issues.


  • Master’s or Bachelor’s degree in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Therapeutic Recreation or other Human Services fields.

  • Will be required to complete ACRE and CPS certifications

  • Must have supervisory/management experience.  Ability to develop teams.

  • Displays knowledge of habilitation, supported employment, community outreach and previous billing experience.

  • Familiarity with computer applications in Microsoft Word and Excel

  • Ability to problem solve.  Is innovative and can reset priorities in keeping with the changing needs and workload through the day.

  • Excellent organizational skills and attention to detail.
